Rod Cook

ROD COOK, CEO

  • Rod Cook brings 29 years experience to his position as Chief Executive Officer of COPE and its subsidiaries.  He holds a B.S. degree from the University of Arizona and earned an M.B.A degree in Health Care Management.  In addition to other challenging positions, in 2005 Rod served as COPE’s Financial Officer; and in 2000 he served as its Clinical Administrative Director and Housing Director.

    Rod is a veteran of the U.S. Navy having served for 6 years as a reactor electrical operator aboard the nuclear-powered ship, USS Arkansas.

    Rod enjoys fishing, travel, snowmobiling and restoring a collectible 1980 Corvette.

Siobhan OBoyle

SIOBHAN O’BOYLE, CCOO

  • Siobhan O’Boyle is the Chief Compliance and Operations Officer for COPE Community Services. She oversees the areas of Clinical Services, Quality, Compliance, Risk, Utilization, Licensing, Court Services, and Data Validation. Siobhan started working at COPE in July 1993. Siobhan has a Bachelor’s Degree in Education from the State University of New York, Cortland College, and a Master’s of Business Administration in Healthcare Management from the University of Phoenix. Siobhan is a Certified Professional in Healthcare Quality and a Certified Professional Coder. Siobhan serves as a Board Member on the Arizona Council of Human Service Providers and enjoys advocating for community mental health programs, members and providers. Siobhan is a CARF administrative surveyor in the areas of Behavioral Health and Opioid Treatment Programs.
    Siobhan’s favorite thing to do is spend time with her family; her two boys are her greatest joy. She loves to run and has run several marathons and can talk for hours about her love of Peloton.

Mary Specio-Boyer

MARY SPECIO-BOYER, CBO

  • Mary Specio-Boyer, LMSW, LISAC, ADS, is the Chief Business Officer for COPE Community Services, Inc. As a federal grant writer, she works to secure funds for programs that fill gaps in services for those in need. Over the course of her career, she has led multiple initiatives addressing social issues with neighborhood leaders, legislative representatives, and service provider groups through community engagement and mobilization. Mary designed and implemented the initial team-based approach to integrated care services at the agency, and believes that whole health care is a critical component of recovery.

    She is a field instructor for ASU School of Social Work interns and a clinically licensed addictions counselor. Formerly, she has served as an appointed member of the Governor’s Arizona Substance Abuse Partnership (ASAP) and worked to improve prevention and treatment services across the state. Mary has shared her experience as an invited presenter at several national professional conferences on topics which include cultural and clinical practice, capacity-building, grant writing and administration, and non-profit sustainability practices. Her hobbies include volunteering, fitness, cooking, scuba diving, and reading – not always in that order.

LINDA MCMILLAN, CFO

  • Linda McMillan is the Chief Financial Officer for COPE Community Services, Inc. She carries 19 years of experience in finance and has contributed to the development of financial strategies for the organization. Her journey began at COPE in 2005 as an Accounts Payable Specialist, and over time she has gradually ascended into her current role through her ongoing dedication and hard work. Her commitment to excellence ensures that COPE remains financially sound and is strategically positioned for sustainable growth.
    She enjoys hiking, traveling-especially to beach destinations and spending time with her family, friends, and Frenchie’s.

Heather Roberts

HEATHER ROBERTS, CHRO

  • Heather Roberts is the Chief Human Resources Officer (CHRO) for COPE. Heather began with COPE in March 2002 as a Case Aide. She worked as a Case Manager and in the Management Information Systems Department, and then moved to Human Resources (HR) in February 2005 as a Human Resources Assistant.
    In the HR Department, Heather was also a Human Resources Specialist and Human Resources Coordinator and gained a wide range of HR experience including payroll, benefits administration, leave administration, and assisting employees and supervisors with various concerns. Heather became the Human Resources Director in November 2012 and the CHRO in September 2020. Heather oversees the general functions of the HR Department including the administration of employee benefits and leave, payroll, training, and recruitment. Heather earned a bachelor’s degree in chemistry from Michigan State University and was first certified through the HR Certification Institute as a Professional in Human Resources in 2007. Since then, she has achieved and maintained certification as a Senior Professional in Human Resources since January 2011 and as a SHRM Senior Certified Professional since March 2015.
    Heather has two daughters and two stepsons. Her favorite past-times are being with family and friends, listening to audiobooks, hanging out with her two dachshunds, and taking a good nap!

SHAWN TENER, CIO

  • Shawn has over 15 years of Information Technology experience in the health care industry. Shawn leads COPE as the Chief Information Officer — overseeing the IT department by ensuring the organization’s technology roadmap, contingency plans and the alignment and delivery of all solutions and services to meet internal IT and business performance criteria and service levels.

    He received his Bachelor’s degree in software engineering from the University of Advancing Technology and is a EHR integration expert for electronic labs, HIE
